Visit Winchester Main Street's Facebook page for all the details.  Main event runs from 2PM to 6PM followed by the parade and lighting of the tree.  However, many merchants will have hours and activities before and after the event.

Parade starts at 6PM after the close of the Cobblestone Market.  The City tree on the courthouse lawn will be lit after the parade with Santa and friends.
