Winchester is part of the Indiana Main Street program which encourages community-driven revitalization of downtown areas in Indiana cities and towns.  The center of the Winchester Main Street District is the historic square with the Randolph County Courthouse as its crown.  It extends to West Street, South Street, East Street, and Pearl Street.

The district thrives with regular festivals, a weekly farmers market, many quaint boutiques, butcher, coffee shop, bakery, restaurants, businesses, event facilities, and historic residences.
